What this actually means in practice
A quotation is an offer, not a claim on anyone's books. It commits you to a rate for a stated period and commits the customer to nothing at all, which is why it posts no ledger entry, reserves no stock and appears in no GST return. What it must carry is the validity date, the tax basis the rate was quoted on, and terms specific enough that neither side reinterprets them later.
Negotiation produces revisions, and a revision is a new document rather than an edit to the old one. Keeping the earlier version intact is what lets you see later how far the price actually moved and who asked for the movement.
